SEABOARD CONFERENCE ATHLETIC ASSOCIATION STANDARDS

 

The name of this organization shall be the
Seaboard Conference Athletic Association

Purpose

The Seaboard Conference Athletic Association is dedicated to promote the athletic programs of all small colleges in the Northeast Region of the United States, which have state, regional and/or national accreditation. The primary goal of the association is to develop equitable opportunities for intercollegiate athletic competition for the student athletes of its member schools on district and national levels.

Membership

Section A.   Membership in the Seaboard Conference Athletic Association is open to educational institutions in North America offering courses on the college level.  Enrollment may not exceed 10,000 male or female full time students as of November 1.  When enrollment in excess of 10,000 male or female full time students occurs, if the college is currently a member, the college may retain membership subject to annual approval of the executive committee.

Section B.   The Executive Committee shall grant membership after consultation with the District Director and approval.

Section C.   Any member college may be expelled by a majority vote of the member colleges at any regular meeting.  Appeals shall be made to the Executive Committee.  Finds of the Executive Committee are final.

Section D.   Annual membership dues shall be determined by the Executive Committee and shall be approved by members of the SCAA.

Section E.   Colleges interested in joining the Seaboard Conference Athletic Association on a trial basis shall be granted an associate membership.  Associate members shall receive all association mail outs. Associate members shall NOT be eligible for:  (1) voting privileges, (2) participation in national tournaments, or (3) All-American nominees.

Executive Committee

Section A. The Executive Committee is the official governing body of the Association.

Section B. The officers of the Executive Committee shall be the Commissioner, and all head coaches.

Section C. The Executive Committee shall meet twice annually.

Section D. The Executive Committee shall hire a Commissioner

Duties of Officers

Commissioner

Section A. The Commissioner shall be responsible for the administration of the Conference Office.

Section B. The Commissioner shall serve as the Treasurer for the Association.

Section C. The salary of the Commissioner shall be in the form of a commission based on membership.

Section D. The Commissioner shall be accountable to the Executive Committee.

Section E. The Commissioner may be removed from office by a two-thirds majority of the member colleges at a regular meeting.

Conference Meeting and Voting Procedure

Section A. The Association shall hold the Conference Meeting at the beginning of each year

Section B. Each member college in attendance at the meeting is entitled to one vote.

Amendments

Section A. The Standards may be amended by a two-thirds vote of member colleges at the Conference Meeting.

Section B. Proposed amendments must be postmarked no later than December 1 to be presented at the Conference Meeting.

Section C. All member colleges shall receive written notice of the proposed amendment at least two weeks prior to the beginning of the Conference meeting. This written notice shall come from the office of the Commissioner.

General Policies

Section A. Control of Athletic Program

1.      The control of athletics shall be the responsibility of the school administration. No member institution shall participate in any athletic contest that is not under the direct control and supervision of the college administration.

2.      Only one team shall represent the college/university as the official varsity team in any intercollegiate sports

Section B. Admission Standards
Athletes and non-athletes shall be admitted to the institution under the same admission standards. All shall be enrolled through the regular procedure established by the institution.

Section C. Scholarships, Grants-in-Aid and Student Loans
Assignment of Scholarships, Grants-in-Aid, or Student Loans shall be controlled by the faculty through the regularly constituted committee on student loans and scholarships.

Section D. Dues (Start 2003-2004 season)

1. Member $750.00
2. Associate Member $475.00

3. Dues shall be submitted by September 1; with a $10 per day late fee charge after September 1 The late fee charge will not exceed $200.  October 1 will be the final date for payment. (amended 8/28/06 by commissioner) Delinquent colleges shall be placed on probationary status and shall not be eligible for Conference Awards.

Section E. SCAA Standards

1.      All teams must follow NCAA regulations, as far as, facilities and game preparation

2.      All teams must have the standard amount of footballs for each game as well as having the field prepared for each home game.

3.     Film exchange must be done, no later than 2 weeks prior to the game.  Each team will send one game film by priority mail to the opposing coach for that week. 

4.      The films cannot be a game that was played 3 weeks ago!   The film must be in the hands of the opposing coach no later than the Monday before the game.

5.      A coach may not exchange films outside our conference.

6.      All coaches prior to a scheduled game will be allowed to scout that opponent.  The coach who is doing the scouting must call the coach ahead of time to inform them they are coming.

7.     Statistics for each game must be turned in by Tuesday of the following week.  If statistics are not received by the Commissioner on Tuesday, that game will be forfeited and count as a loss on your team record.  If a team cannot turn full game statistics in by Tuesday, they must, at least, turn in a score for that game.  Again, this will result in a forfeit for your team.  If a team chooses not to send any statistics in for the year, they can be voted out of the conference at the end of the season.

8.     All teams must follow league rules and abide by these rules when playing in the conference.  Any infractions of these rules will cause the team to lose ALL PRIVILEGES of the Conference and be dismissed from the league.  A re-entry fee of double the league dues will be bestowed upon the team in order to be allowed back into the league. 

Eligibility

1.     4 years of eligibility at a post secondary school, unless there is a medical exception in which case the commissioner and the coaches would hold a conference call to examine the merits of it. (Amended, January 13, 2006)

2.     If the student-athlete transfers to a different school within the conference, the years played at the first school will count towards the 4 years of eligibility.  (Amended, January 13, 2006)

 

League Champions and Awards

1.     A team will be crowned League Champion at the end of the season and awarded a team trophy   

2.     Associate Members are not eligible for the League Championship (amended Jan, 17, 2005)

3.     Two teams who tie for the championship will be crowned Co-Champions and awarded a trophy for each team.

4.     If a team declines to be awarded co-champions, the other team will automatically be declared League Champions.

5.     All teams must play each other in the conference to be awarded league champion.  If a team refuses to play another team, they will not be awarded league champion.

6.     All-Star voting will be done at the end of each year at our End-of-the-Year meeting.  Any team who did not participate in stats for the year will not be eligible to nominate players from their team.  Associate Members will be eligible to nominate players for the All-Star team (amended, Jan 17, 2005)  If a coach cannot be present at the meeting, then it is the coach’s responsibility to have someone present at the meeting or fax in nominees to the commissioner in order to nominate players for the team.  (Amended Aug. 8, 2008).  Voting will be as follows:

1.     One or More players for First Team depending on the position

2.     One or More players for Second Team depending on the position

7.     Commissioner will make up certificates for each player and mail them out to the coaches.

8.     Athletes of the Week - Coaches will send in name, stats and jersey number of the player they are nominating for “Athlete of the Week” by Tuesday of the following week.  Players will be nominated for Offensive, Defensive and Special Teams Athletes of the week.  The commissioner will pick 3 players based on the stats and those players will receive a t-shirt. Conference Headquarters - Its Function

Section A. The conference headquarters shall be located at the residence of the Commissioner and shall house all association records.

Section B. Duties of the Commissioner

1.     All executive powers not delegated to the Commissioner and not expressly, or by implication, denied the Commissioner of the Executive Committee.

a) Keep all member institutions of the SCAA informed on all matters pertaining to the general welfare of the SCAA.

b) With the help of the secretary be responsible for keeping accurate records and Promote the SCAA in an on-going attempt to recruit new colleges for memberships.

c) Serve as the Public Relations Person. This area includes working with the media, other athletic organizations, and businesses for potential national sponsors; fund raising; and all other matters dealing with the image of the SCAA.

d) Receive and deposit in a bank all funds belonging to the SCAA.

e) Have full power to draw checks against such bank deposits to pay the debts, expenses, and other financial obligations of the association.

f) Inventory and keep all SCAA property.

g) Order all trophies and awards used by the SCAA.

h) Prepare and furnish blanks, forms and other printed materials to member colleges.

i) Publish a newsletter at least once a month during the academic year.

j) Promote, record, and publish individual, team, and seasonal statistics of the SCAA.

In keeping with the spirit of the democratic process, the Commissioner may exercise powers and perform duties (other than those listed above and not assigned to others) necessary to carryout the programs and policies of the SCAA.
